In her speech, President Chen Yueh-Tuan pointed out that NUK has achieved fruitful results in its academic affairs, including collaborations with the Ministry of Education's Sports Administration and the Ministry of Labor's Workforce Development to foster technological talents and establish training bases. During the ceremony, NUK also signed a memorandum of cooperation with the Science and Technology Policy Research and Information Center, jointly launching the "Generative Artificial Intelligence Service Platform," becoming the first university in Taiwan to utilize the "Trustworthy AI Dialogue Engine (TAIDE)." Minister Kuan Bi-Ling of the Ocean Affairs Council and Chairman Lee Shun-chin of CPC Corporation, Taiwan, attended the ceremony to express their support. Vice president Lin Bou-Wen of the National Applied Research Laboratories recorded a video praising NUK for its collaborative efforts in advancing generative AI, marking a new milestone for Taiwan.Lee Shun-chin stated that CPC Corporation, Taiwan, shoulders the national mission of providing a stable, high-quality energy supply. NUK responds to national policies by nurturing interdisciplinary and diverse talents who can apply their knowledge practically, all working tirelessly for Taiwan's advancement. Therefore, CPC Corporation, Taiwan, strongly supports NUK's development of football sports by allocating an "Elite Sports Development Fund" of NT$3 million, assisting NUK in its quest to enter the top 100 in the world of football, allowing the athletes to thrive on the field and strive for excellent results.Chen Yueh-Tuan stated that the National University of Kaohsiung has always adhered to the goal of "linking industry and society," aligning with the nation's needs, people, and enterprises. In particular, NUK actively responds to national policies by establishing a football division in the Department of Sports and Competitive Games, connecting with the cultivation of fourth-level football talents, and establishing a football team. With a fresh approach, NUK clinched the championship in the collegiate football league last year (academic year 111), advancing to the men's second division and securing qualification for the Taiwan Football League Division 2. Currently leading in the men's second division with three consecutive victories, NUK will continue to challenge the quarter-finals and semi-finals of the league next week.At the ceremony, President Chen Yueh-Tuan of the National University of Kaohsiung and Lee Yuh-Jye, the principal investigator of the TAIDE project from the National Science Council, signed an MOU on behalf of both parties. Chen stated that implementing "TAIDE" at NUK will assist faculty and students in analyzing and processing information more quickly, thereby improving work efficiency and demonstrating the university's commitment to leveraging AI technology. NUK is present, especially amidst the global AI wave, where governments and significant tech companies invest heavily in developing large-scale language models. Associate Professor Wu Chun-Hsing from the Department of Computer Science and Information Engineering is a vital member of the TAIDE development team.Lee Yu-Chieh pointed out that TAIDE is Taiwan's first trustworthy generative AI engine. Both government and enterprises can choose the appropriate model size and measure the computing power according to their needs, enabling them to train or construct internal applications. Moreover, TAIDE possesses two distinctive features: "Based on Taiwanese culture" and "Security." The former integrates elements such as local language, values, and customs, enabling it to understand and respond to the needs of local users. The latter utilizes on-device technology to protect personal data from being transmitted over the internet.On the school anniversary day, the Library and Information Center held the opening ceremony of artist Huang Huansheng's "Deep Affection of the Jiǎzǐ Year - Art Exhibition." The works showcased abundant creative energy, bringing an artistic feast to faculty, students, and the public, embodying the spirit of greatness and community prosperity. The sports meet occurred at the athletics field, featuring various events, including creative performances by students and faculty from multiple departments, track and field events, fun competitions, and tug-of-war. The conference included Japanese scholars and Filipino officials sharing their experiences and the Administrative Enforcement Agency presentation of the "Traffic Enforcement Camera in Administrative Execution." This event aimed not only to review the development and achievements of The Administrative Execution Act but also to facilitate interdisciplinary and inter-agency exchanges among experts. It aimed to enhance administrative efficiency while embodying the spirit of the United Nations' Sustainable Development Goals (SDGs).The conference is being held at the National University of Kaohsiung, where President Yueh-Tuan Chen stated that the Sustainable Development Goals (SDGs) are the core of the university's governance. This collaboration involves the Ministry of Justice and the Ocean Affairs Council to facilitate cooperation between academic institutions and administrative agencies. Together, they aim to actualize principles of fairness, justice, safeguarding maritime sovereignty, and preserving marine ecosystems, embodying the spirit of SDG 14 (Conservation and Sustainable Use of Marine Resources) and SDG 16 (Promotion of Peaceful and Inclusive Societies, Ensuring Access to Justice for All).Political Deputy Minister of the Ministry of Justice, Tsai Bi-chung, expressed that with the rapid changes in today's society and the emergence of new challenges, it is crucial to proactively create opportunities for collaboration. This initiative led to the joint organization of this seminar by the Administrative Enforcement Agency, the National University of Kaohsiung (NUK), and the Ocean Affairs Council. Tsai highlighted that the Administrative Enforcement Agency, established 23 years ago, has shown outstanding performance. It has effectively utilized technology in law enforcement, including drones, VR videos, and license plate recognition systems, resulting in the collection of fines exceeding 600 billion NTD. Simultaneously, it has actively exercised public authority while caring for the disadvantaged.Chairperson of the Ocean Affairs Council, Bi-ling Kuan, mentioned in her address that there has been a surge in illegal sand dredging by Chinese vessels trespassing into Taiwanese waters. Dealing with such matters necessitates collaborative efforts across multiple agencies. The Ocean Affairs Council has actively urged society to recognize the severity of these actions. In May of this year (2023), an international conference was convened, gathering scholars from both domestic and international to highlight Taiwan's determination to safeguard its sovereignty and marine ecosystems. Kuan further emphasized her past proposal amendments about the Sand and Gravel Excavation Act and Law on the Exclusive Economic Zone and the Continental Shelf of the Republic of China. The amendments contributed significantly, from nearly 4,000 illegal sand dredging incidents before the amendments to only seven incidents since their enactment, showcasing their deterrent effect.Minister Yu-yuan Huang of the Administrative Enforcement Agency introduced our country as a pioneer in establishing a dedicated enforcement agency for public law-related financial obligations. Since its establishment, the agency has actively upheld core values of "justice and care" with "compliance with the law." Not only has it kept pace with the times by leveraging technology to enhance enforcement methods, but it has also extended a helping hand to marginalized communities, demonstrating a balanced approach of strict enforcement and compassion towards the underprivileged.The second specialized presentation, titled "Implementing SDGs through Administrative Enforcement: Enforcement against Transboundary Sand Dredging," was jointly presented by Director Chou Huai-lien from the Shilin Branch of the Administrative Enforcement Agency of the Ministry of Justice and Colonel of Philippine Coast Guard Johonsan Fabilane from the Philippines. NUK Instructional Excellence and Innovation Achievement Exhibition will feature various course presentations and sharing sessions

2017-12-17 The National University of Kaohsiung (NUK) courses now focus on issues related to businesses, communities, and the global, integrating teaching with Hands-on experience and gamification. From December 17th to 22nd, 2017, NUK will be hosting a six-day "NUK Instructional Excellence and Innovation Achievement Exhibition" in the second-floor lobby of the Library and Information Building. The exhibition highlights recent developments in courses, teaching methods, equipment, and spaces, along with notable achievements of faculty and students in industry, domestic and global competitions. Visitors to the exhibition can receive a stamp card at the service desk, collect three stamps from the exhibition, and fill out a feedback form, before participating in a lucky draw. Each person is limited to one entry per day. From 2015 to 2017, NUK conducted various courses, including cross-disciplinary courses, Deep-bowl Courses (hands-on courses), and micro-credit courses that cultivate self-learning through the Instructional Excellence Project and Instructional Innovation Project. NUK also developed an AR game for campus orientation, invited industry professionals in teaching, encouraged students to internships in Southeast Asian nations, and participated in global competitions and conferences. This exhibition highlights NUK's achievements during this period. On the opening day of December 17th, three innovative course instructors will be the first to showcase their achievements. This includes Professor Chih-Hung Wu from the Department of Electrical Engineering, who leads students in creating smart robots for various competitions. He will share his teaching experiences and demonstrate robotic arms. Professor Ching Yuan from the Department of Civil and Environmental Engineering will discuss how the course "Case Studies in Environmental Remediation" connects with businesses to guide students in completing environmental remediation projects. Associate Professor Chin-Chung Yu will share insights from the course "Sensors and Smart Living," and demonstrate how students monitor and record temperature, humidity, and PM2.5 levels with Arduino at NUK. Furthermore, NUK has been actively assisting high schools in establishing science programs, conducting teacher workshops, forming communities, and developing innovative courses. To enhance collaborative benefits, NUK aims to expand beyond individual partnerships with schools to a broader cooperation and resource-sharing initiative. The "NUK and Local High School Education Action Alliance" signing ceremony and launch event will be held on the day. Ms. Pei-Ru Chen, Senior Specialist from the Education Bureau of Kaohsiung City Government, will join representatives or principals from 12 high schools in Kaohsiung City to witness this historic moment. During this six-day event, in addition to showcasing various achievements through poster displays, there will be different activities each day. Each booth will present outcomes such as cross-disciplinary learning courses, deep-bowl courses, and Massive Open Online Courses (MOOCs). An AR game for campus orientation will be available for visitors to try. From the 17th to the 19th, Professor Chih-Hung Wu's team will bring the machine arms produced in their class to the venue. Associate Professor Chin-Chung Yu will provide materials for attendees to assemble Bluetooth-controlled cars on the spot and offer medium-density fiberboard, allowing guests to design their icons and take them home after laser etching on the boards. Additionally, a Japanese language camp organized by Professor Zi-Yi He's students from the Department of East Asian Languages and Literature will also share some of their achievements in teaching children to learn Japanese. Furthermore, on the 18th at noon, there will be a sharing session for students to share their experiences in these courses. Faculties and students who register for this event will have the chance to receive two movie tickets. On the 19th, there will be an elevator pitch competition to train students to effectively convey their ideas concisely within three minutes. They will use persuasive arguments and clear analogies to capture the audience's attention. Vice President of Academic Affairs Pao-Tiao Chuang expressed that this exhibition is the first large-scale showcase of instructional innovations at NUK in recent years. He hopes that attendees, including faculty, students, and visitors, witness the results of NUK's efforts in executing the Instructional Excellence Project and Instructional Innovation Project. He encouraged everyone to listen to the sharing of instructors and students involved in the courses, understand the feelings and achievements of students participating in domestic and international competitions, and experiences in collaborating with businesses and international partners. This event aims to provide a firsthand understanding of the passion for learning among NUK faculty and students and the energy of innovative teaching. 【Promotion of the United Nations Sustainable Development Goals (SDGs) series】【Translator:Yu-Yan Hsieh】 Professor Li-Ching Chang and her team from Department of Economic and Financial Law of National University of Kaohsiung and Department of Overall Planning co-organized “Campus Lecture on Judicial Reform.”Actors, physicians, scholars, and prosecutors at the campus lecture used the TV series "The World Between Us" as the background to extensively discuss issues such as schizophrenia, mental disorders in violation of the law, and judicial psychiatric appraisal, as well as sharing information from the view of system, medical, comparative law and other promotion-oriented achievements and future suggestions.Li-Ching Chang indicated that in recent years, there have been frequent incidents of mentally ill offenders, which have aroused widespread discussion among the public. Among them, the 2019 social reality TV series "The World Between Us" vividly described the moods and entanglements of various characters, such as the perpetrators, the families of the victims, defense lawyers, and patients with diseases.It brings out issues like "Identification of mental disorders" and "Schizophrenia".Hereby, Department of Economic and Financial Law of NUK specially assisted Department of Overall Planning to hold “Campus Lecture on Judicial Reform.” It was hosted by Hsin-Hsu Hung, the Chief Prosecutor of Kaohsiung District Prosecutors Office.Senior drama teacher and actor Tzu-Yen Yeh, Chief Prosecutor of the Ministry of Justice Fang-Yi Chou, the Dean of Jianan Psychiatric Center, MOH, Wen-Cheng Wu and Professor Li-Ching Chang from Department of Economic and Financial Law of NUK, talked about the issue of judicial psychiatric appraisal from different aspects in 4 sessions.In “The World Between Us”, Tzu-Yen Yeh, who played the role of child murder suspect Chen Chang in the play, shared his mental journey from audition to performance, including trying to figure out the inner world and external behavior of patients with schizophrenia before playing the role. After taking over the play, he paid more attention to the issues related to mental disorders and violations of the law. He was also happy to see the public's response to the play and the subsequent judicial reform, leading to a more progressive society.Chief Prosecutor of the Ministry of Justice, Fang-Yi Chou, introduced the criminal justice treatment of mentally ill offenders, including the physical evidence and materials of judicial psychiatric appraisal, the execution process of guardianship, multiple treatment and transfer conference, all the way from the trial of the court to the return of the defendant to social independent life and community fusion.The Chief Prosecutor of Kaohsiung District Prosecutors Office, Hsin-Hsu Hung, introduced the medical practice of mental disorders, such as the scope of criminal, civil, administrative and other appraisals, as well as the hospital appraisal process, the mechanism for checking whether there is fraud, and even the difficulties encountered. Finally, he shared his views and suggestions on the new system of guardianship in my country from the perspective of clinical treatment.On the other hand, Li-Ching Chang drew on the experience of Germany and gave further suggestions on the domestic system in the mental disorder legislation. The relevant content includes the process of the guardianship system in my country, the amendments to the Criminal Law and the Criminal Procedure Law.She also cited the UN's "The Convention on the Rights of Persons with Disabilities, CRPD" to test Taiwan's legal system and the judicial treatment of mentally disabled offenders in Germany, it helps students understand the characteristics and differences of each other's systems.#SDG16
