With the topic "Examining Taiwan's Future through Economic Policies," she dissected the current state of vital industries in Taiwan and their future trends. The Vice President of NUK , Zong-Fang Wu, presented a certificate of appreciation, expressing gratitude for enlightening the students and faculty.Shih-Fang Liu emphasized that Taiwan continues to face political suppression and military pressure from the Chinese government. Despite this, Taiwan remains committed to developing its democratic system, striving for international participation and support, and maintaining friendly relations with many countries. On the economic front, the government has implemented various industry policies in recent years to sustain our country's industrial competitiveness.Shih-Fang Liu pointed out that the government initiated the “5+2” Industrial Innovation Plan to accelerate Taiwan’s industrial transformation and upgrade in 2016. This plan encompasses seven major sectors, including smart machinery, IoT (the Asia Silicon Valley Plan), biotechnology and medicine, green energy technology, national defense, and circular economy, etc. These innovations serve as the core driving force for the next-generation industrial growth in Taiwan, aiming to achieve visions such as smart island, nuclear-free homeland, energy efficiency with carbon reduction, etc.In response to the drastic global economic changes and accelerated supply chain restructuring caused by the US-China trade war and the Covid-19 pandemic, President Ing-wen Tsai declared in her inaugural speech on May 20, 2020, to promote six core strategic industries. Building upon the foundation of the “5+2” Industrial Innovation Plan, these forward-looking industry deployments aim to position Taiwan at the forefront of global supply chain restructuring in the post-pandemic era, making it a crucial player in the future global economy.Shih-Fang Liu holds a master’s degree in Civil & Environmental Engineering from Oklahoma State University in the United States. She currently serves as a legislator in the 10th session of the Legislative Yuan and concurrently holds the position of Chairperson of the Football Committee at the Kaohsiung Municipal Athletic Federation. With extensive experience in both local and central government positions, Shih-Fang Liu has accumulated a wealth of experience in government administration. NUK has responded to the national semiconductor industry policy by establishing itself as one of the four major semiconductor talent development centers in the S-Corridor.

This initiative targets individuals aged 15 and above who do not have a background in engineering or related fields. It encourages them to enroll in pre-employment or on-the-job special job to accumulate semiconductor-related knowledge. Those who meet the eligibility criteria will receive full tuition waivers and an 8,000 NTD monthly learning incentive or a monthly living allowance of 15,840 NTD. By 2023, this program will likely cultivate around 70 new talents for the technology industry.The training center is located on the 6th floor of the Library and Information Center at NUK. The unveiling ceremony was attended by Deputy Minister of Labor Chun-Yi Lee, Deputy Mayor of Kaohsiung City Ta-Sheng Lo, and President of the National University of Yueh-Tuan Chen. Several companies are participating in this program, including Advanced Semiconductor Engineering (ASE), Orient Semiconductor Electronics(OSE), Yageo Corporation, WinWay Technology, Taiflex Scientific, HYE Technology, Wistron Information Technology & Services, and Streber-Tech Co., Ltd. Delta Electronics also attended the event to express their support.Deputy Minister of Labor Chun-Yi Lee stated that young people represent the country's future, and the government is responsible for enhancing their employability, which ultimately boosts the country's competitiveness. With the rapid development of 5G and AIoT applications, both of which rely heavily on semiconductors, the Ministry of Labor, in collaboration with the National University of Kaohsiung, established the "S-Corridor Technology Industry Talent Training Center." This initiative encourages individuals aged 15 and above, especially those at a career crossroads, to participate in training and enhance their skills, thus adding value to their prospects.Kaohsiung City Deputy Mayor Ta-Sheng Lo commended the training center for its comprehensive understanding of the industrial landscape in Greater Kaohsiung and at the national level. He also acknowledged the efforts of Chen Chi-Mai's team, who have been promoting initiatives such as the semiconductor S-Corridor and the Yawan Smart Technology Park over the past three years. These efforts have attracted over 600 billion NTD in investment and created 30,000 job opportunities. The emphasis has been on quality and quantity, necessitating education and training. Sports Administration, Ministry of Education and NUK help athletes turned junior engineers

From an athlete who pursues power and beauty in seconds, to an engineer who develops square-inch, low-power and high-performance chips, and creates a win-win model of cross-domain integration of production, government, and learning, it is estimated that at least 105 people will be trained in 3 stages.The launch ceremony of the program was held in the Joint Office Building of the Sports Department. The Undersecretary of MOE, Teng-Jiao Lin, Director of Sports Administration, Shih-Chung Cheng, Members of Legislative Yuan, Shih-Fang Liu and the president of NUK, Yueh-Tuan Chen hosted the ceremony together.
