Legislator Shih-Fang Liu to Share Political Experience and Analyze Taiwan's Economic Policies at NUK Lecture.

With the topic "Examining Taiwan's Future through Economic Policies," she dissected the current state of vital industries in Taiwan and their future trends. The Vice President of NUK , Zong-Fang Wu, presented a certificate of appreciation, expressing gratitude for enlightening the students and faculty.Shih-Fang Liu emphasized that Taiwan continues to face political suppression and military pressure from the Chinese government. Despite this, Taiwan remains committed to developing its democratic system, striving for international participation and support, and maintaining friendly relations with many countries. On the economic front, the government has implemented various industry policies in recent years to sustain our country's industrial competitiveness.Shih-Fang Liu pointed out that the government initiated the “5+2” Industrial Innovation Plan to accelerate Taiwan’s industrial transformation and upgrade in 2016. This plan encompasses seven major sectors, including smart machinery, IoT (the Asia Silicon Valley Plan), biotechnology and medicine, green energy technology, national defense, and circular economy, etc. These innovations serve as the core driving force for the next-generation industrial growth in Taiwan, aiming to achieve visions such as smart island, nuclear-free homeland, energy efficiency with carbon reduction, etc.In response to the drastic global economic changes and accelerated supply chain restructuring caused by the US-China trade war and the Covid-19 pandemic, President Ing-wen Tsai declared in her inaugural speech on May 20, 2020, to promote six core strategic industries. Building upon the foundation of the “5+2” Industrial Innovation Plan, these forward-looking industry deployments aim to position Taiwan at the forefront of global supply chain restructuring in the post-pandemic era, making it a crucial player in the future global economy.Shih-Fang Liu holds a master’s degree in Civil & Environmental Engineering from Oklahoma State University in the United States. She currently serves as a legislator in the 10th session of the Legislative Yuan and concurrently holds the position of Chairperson of the Football Committee at the Kaohsiung Municipal Athletic Federation. NUK has responded to the national semiconductor industry policy by establishing itself as one of the four major semiconductor talent development centers in the S-Corridor.

This initiative targets individuals aged 15 and above who do not have a background in engineering or related fields. It encourages them to enroll in pre-employment or on-the-job special job to accumulate semiconductor-related knowledge. Those who meet the eligibility criteria will receive full tuition waivers and an 8,000 NTD monthly learning incentive or a monthly living allowance of 15,840 NTD. By 2023, this program will likely cultivate around 70 new talents for the technology industry.The training center is located on the 6th floor of the Library and Information Center at NUK. The unveiling ceremony was attended by Deputy Minister of Labor Chun-Yi Lee, Deputy Mayor of Kaohsiung City Ta-Sheng Lo, and President of the National University of Yueh-Tuan Chen. Several companies are participating in this program, including Advanced Semiconductor Engineering (ASE), Orient Semiconductor Electronics(OSE), Yageo Corporation, WinWay Technology, Taiflex Scientific, HYE Technology, Wistron Information Technology & Services, and Streber-Tech Co., Ltd. With the rapid development of 5G and AIoT applications, both of which rely heavily on semiconductors, the Ministry of Labor, in collaboration with the National University of Kaohsiung, established the "S-Corridor Technology Industry Talent Training Center." This initiative encourages individuals aged 15 and above, especially those at a career crossroads, to participate in training and enhance their skills, thus adding value to their prospects.Kaohsiung City Deputy Mayor Ta-Sheng Lo commended the training center for its comprehensive understanding of the industrial landscape in Greater Kaohsiung and at the national level. They encourage students to actively participate in club activities and become conductors of their lives.The opening ceremony commenced with melodious music from the student club "NUK imusic." Tsung-Fang Wu expressed that the university places great importance on arts and humanities education, consistently inviting talented artists for creations. Starting from the establishment of "Earth Concerto" at the European Plaza during the early days to the recent addition of "Pini Huanyu, Jinglun Yuan Rong (Surveying the World, Integrating All)" located on the west side of the administrative building, along with the latest addition today, " Le Zai Yiqi (Have fun together),” there are now a total of ten public arts. The public is welcome to visit and appreciate these artworks, allowing art to be integrated into daily lives."Le Zai Yiqi (Have fun together)" is a collaborative creation by artists Lin Li-ren and Huang Yu-Rong. The two pieces consist of "Kuaile de da xiang (Happy Elephant)" and " Feng yue siji (Wind Blows Seasons)." The former primarily employs Italian Carrara white marble as its medium, featuring a lively, rounded, and adorable appearance, along with a playful one-legged dancing posture. This not only conveys a joyful and cheerful atmosphere but also imparts blessings of "peace and harvest throughout the world.”The latter work, "Feng Yue Si Ji (Wind Blows Seasons)," is forged from stainless steel, with the palm painted in white enamel. The conductor's baton utilizes a rotating mechanism combined with the interaction of wind force to present slow and randomly changing curves. This is also the first grand wind-powered art piece to convey that the Student Activity Center is a space for students to realize their dreams, encourages students to participate in clubs, and makes their lives fulfilling.NUK is committed to implementing the school's goal of "connecting with industry and society." In May of this year, the Sustainability Week event "Beautiful Green Life" served as a prelude to the public art "Le Zai Yiqi (Have fun together)." They invited Associate Professor Yang-Ching Tseng from the Center for General Education at Chung Yuan Christian University to discuss "The Little Things in Love" with incoming first-year students. The discussion explored the language of love and delved into personal stories to share ways of expressing love and the secrets of maintaining relationships. The aim was to practice conveying love to touch the hearts of others. As an expert in romantic relationships, Yang-Ching Tseng is actively involved in various talk shows and has authored numerous books on building a perfect relationship. In today's lecture, he showcased his charming and humorous speaking style. Using his personal stories as examples, he shared how one can use love to overcome the influence of one's family of origin through learning. He also led the audience through a simple quiz to help them discover their love language.Yang-Ching Tseng mentioned that love involves recognizing one's responsibility in meeting the other person's needs. He explained that the quiz can reveal that each person has different love languages, including actions, words, physical touch, gifts, and quality time, among other aspects. He emphasized that if you love someone, you should give them what they desire and be attentive to the uniqueness of each individual's preferences and needs in expressing and receiving love.Many people's romantic journeys begin during their student years with the ambiguity of budding romance. However, once the initial infatuation fades, conflicts and differences of opinion can arise in the relationship. NUK held an opening ceremony for the Indigenous Students Resources Center to promote Indigenous culture and foster a sense of belonging.

Beyond increasing support and counseling for Indigenous students, it will serve as a hub for faculty and students to convene. The center will also promote various activities to guide people to understand Indigenous peoples and foster respect for diverse cultures.NUK‘s President Yueh-Tuan Chen attended the ceremony and joined the students in a joyful dance performance, demonstrating her appreciation and support. She shared that she has collaborated with professors Tsung-Fang Wu and Chih-Hung Wu for nearly a decade in leading the Ministry of Education's "Digit Companions for Learning" project, and the dedication of the team has been recognized by tribal elders. She emphasized that given the opportunity and proper education, Indigenous children can excel just like anyone else.Yueh-Tuan Chen highlighted that in 2017, NUK established the "Indigenous Students Resources Center." The number of Indigenous students has since grown from 51 to 117. With the growing number of students, the university utilized the summer break to renovate and expand the space, creating a sense of "home," providing support for academic learning and encouraging students to make the most of it.In the future, the center will actively respond to policies from the Ministry of Education and the Council of Indigenous Peoples, to guide people to understand Indigenous peoples. It will integrate related topics into curriculum and teaching, guiding school faculty and students to understand and respect Indigenous peoples."Since its establishment, the Indigenous Students Resources Center has been dedicated to Indigenous education, culture, arts, activities, and talent development. This includes expanding the " Masalu Indigenous Day" during the university's anniversary in March 2023, inviting students, faculty, and the public to learn about Indigenous culture, and fostering mutual respect. In June, in collaboration with Shu-Te University, both universities' Indigenous students formed a visiting delegation to the Philippines to observe local efforts in cultural preservation and concurrently promote Taiwan's Indigenous characteristics.NUK is committed to supporting the employment prospects of Indigenous students and consistently arranges counseling sessions and training courses. For instance, Lawa (Huang Yu-shan), a Tayal graduate from the Department of Civil and Environmental Engineering was admitted to the "Fourth Grade Civil Engineering" last year (2022). Additionally, Hwai-kuan Hsieh, a Paiwan Master's student in the Department of Financial and Economic Law, passed the lawyer's examination in 2021. Professor Shimizu and her students were deeply impressed by the painstaking attention to detail in the restoration process. They also acknowledged the city of Kaohsiung's commitment to cultural heritage conservation. Additionally, they witnessed the achievements of the National University of Kaohsiung in fostering connections between society and industry. This course aims to lay a strong foundation for their four-year university journey, encompassing academic, adaptational, and interpersonal aspects. With this program, students will develop problem-solving skills, independent learning abilities, and more. On the 12th, the first course "Setting Sail for the Future and Guiding Learning Directions" encouraged students to excel in their fields and explore different domains.
